This means that organizations review the problems they face before they begin to invest in processes, technologies and large amounts of money needed to solve problems. In this plan, organizations need to define ways to deal with the complexity of traditional internal deployment and cloud computing drivers, how to track systems, how to minimize future complexity, and how to use technology to help.

(2) Organizations need to choose tools to manage complexity

Tools need to be selected to provide the following functions: configuration management, Devops automation, hybrid (cloud computing and local deployment) monitoring and management tools, and cloud computing specific tools (such as cloud computing service agents or cloud computing management platforms).
